in another breath people's immune system is proabbly a bit "hardened" due to constant exposure to things we're not used to having
in another breath some of the cultures we see this in are probably OK with dying earlier because they believe they will be reincarnated to a better life
in a last breath, some of these people don't have a huge choice - improved processes cost money that his competition isn't required to deliver - and the customers will only pay what they pay - enforced hygiene standards lift all vendors equally in cost and therefore price - whereas those who do not conform can cut costs and be more competitive in a market with limited purchasing power.

I know. It was meant to be a joke as much as anything. However, if one finds a hair in his food in a restaurant it is not considered a health hazard. How would you like to find one in your food?
